The Township of South Stormont has retained consultants Watson & Associates Economists Ltd. to undertake a Development Charges Background Study, as prescribed by the Development Charges Act 1997.
This Background Study, which can be viewed in its entirety under Important Documents on this page, will help determine the additional capital related infrastructure the Township of South Stormont requires based on residential and non-residential growth forecasts.
Development Charges (DCs) allow for the recovery of growth-related capital expenditures that occur as a result of providing municipal services to new residential and non-residential development. DCs are imposed on development applications and are designed to mitigate the costs of servicing new development from being assumed by the taxpayer.
Throughout the Background Study process, consultants have had a number of meetings and interviews with Township Council and Staff and have undertaken extensive data collection exercises to arrive at their conclusions and present their recommendations.
We encourage the public and any stakeholders to review the Development Charges Background Study and proposed Development Charges By-law and use the engagement tools below to provide feedback, ask questions, and follow the process.

The Development Charges project began in November 2020 with initial meetings and interviews with Township Staff, followed by extensive data collection which continued through December 2021.

Development Charges Background Study and DRAFT By-law made available to public and consultation process begins

The Development Charges Background Study and the DRAFT By-law was made available on the Township website on May 5th and the public consultation process has begun.
A Public Stakeholder Meeting and a Public Meeting of Council have been scheduled for May 30 and June 8, respectively.

The Development Charges By-law will be presented to Council for consideration at the July 13 Regular Council Meeting. Amendments may be made to the DRAFT proposal based on feedback received throughout the consultation period.
